In Texas there is one attorney for every 337 persons who can afford to hire one, but only one poverty law attorney for every 11,762 persons who cannot. More than six million people throughout the United States are served every year by Lutheran social ministries. Providing legal services to the poor as a social ministry may seem controversial. Our societal expectation is that the federal government provides funding for legal aid.
